The Mälardalen Chamber of Commerce is tasked with strengthening the region’s competitiveness and serving as the voice of the business community on crucial issues for the future. When the goal was to take a clearer, more coordinated approach to shaping public opinion, Four PR was engaged as a strategic partner. The goal was to move from isolated initiatives to a long-term, structured, and effective public advocacy effort—one capable of both uniting the business community and reaching political decision-makers.

Background

The Mälardalen region is one of Sweden’s most productive and strategically important regions. It is a hub for industry, logistics, innovation, and a labor market that extends far beyond the county borders. At the same time, the region’s development is greatly influenced by political decisions—not least in areas such as infrastructure, the supply of skilled labor, international trade, and total defense.

The Mälardalen Chamber of Commerce has long played a key role as a meeting place, a unifying force, and a representative of the business community in its dealings with the public. 

The challenge lay in further clarifying and strengthening the Chamber of Commerce’s role in shaping public opinion: How can the Chamber of Commerce play a more prominent role in the public debate, rally member companies behind common positions, and advocate for issues that have a real impact—over time?

Strategy

Four PR supports the Mälardalen Chamber of Commerce in conducting public advocacy as an integral and long-term part of its mission. This work is based on the Chamber of Commerce’s business plan and priority focus areas, and aims to strengthen the business community’s voice on issues that are crucial to the region’s development.

Advocacy is conducted within a clear strategic framework, in which a policy manifesto serves as a guide to the Chamber of Commerce’s positions on pressing issues, the issues that are prioritized over time, and how advocacy efforts should be carried out in practice. This approach combines long-term planning and shared priorities with the ability to act quickly and take a stand on current social issues when necessary.

A central principle of the strategy is to build public opinion based on facts and legitimacy. Surveys, analyses, and member insights are actively used to define issues, strengthen credibility, and foster consensus on the needs of the business community. This public advocacy is nonpartisan and focuses on substantive issues where the Chamber of Commerce can unite the business community behind common positions.

The strategy also includes a deliberate approach to determining who speaks on behalf of the organization and assigning roles. On certain issues, the Chamber of Commerce takes a clear stand in the debate; on others, the organization acts as a unifying force and facilitator, enabling member companies and other stakeholders to advance these issues. This approach builds broader impact and long-term influence. The strategy targets three key audiences: users within the nonprofit sector, system providers, and a broader societal discussion about the conditions for the nonprofit sector.

Implementation

Four PR serves as an ongoing strategic and operational partner to the Mälardalen Chamber of Commerce in its public opinion and advocacy efforts. The assignment encompasses structure, consulting, and practical implementation.

The work includes strategic consultations on opinion-forming, priorities, and stakeholder analysis, as well as the development and refinement of the opinion manifesto. Four PR assists with the production and refinement of opinion pieces, press releases, and appeals, as well as with advice on messaging, angle, timing, and source.

An important part of the implementation process is ongoing consultation with the Chamber of Commerce’s leadership and economic policy department, particularly in connection with current social issues and rapidly evolving media situations. Four PR also provides support in media relations and in mobilizing member companies for joint initiatives.

A clear example of this implementation is the advocacy work related to transportation infrastructure in the Mälardalen region, where the Chamber of Commerce, together with the business community, has rallied behind common demands through petitions, op-eds, and extensive media coverage.

Results

The Mälardalen Chamber of Commerce now has an established, unified approach to advocacy, with clearer priorities, stronger support, and greater predictability in its advocacy efforts. Advocacy is no longer dependent on individual initiatives but is conducted in a structured and ongoing manner as part of the organization’s core mission.

Over the past year, these efforts have also had a clear impact, resulting in significantly more coverage in both regional and national media than in the past. The Chamber of Commerce has become a more frequent and natural voice in the public debate on its priority issues.

One important qualitative impact is that the Chamber of Commerce is now high on editorial teams’ lists of contacts when issues related to business, infrastructure, and regional development come to the fore. This has been confirmed by several newsrooms—ranging from public service media all the way to trade publications—and is clear evidence of increased trust and relevance. Being contacted early in news cycles creates entirely different conditions for providing context, framing issues, and influencing the agenda.

Overall, advocacy work has evolved into a long-term capability that strengthens the Chamber of Commerce’s role as the unifying voice of the business community. This work generates both tangible benefits for members and increased influence on issues that are crucial to the Mälardalen region’s competitiveness and development.
