In 2025, the Municipality of Lindesberg undertook an extensive effort to formulate a new long-term vision for the municipality, along with a set of shared core values for the organization. Four PR was contracted to lead and structure the process, from analysis and dialogue to the formulation of the vision and core values.

Background
The municipality’s previous vision was nearing the end of its term, and both political leaders and the civil service called for a new, shared, cross-party direction for the future.
The goal was to develop a vision that would both chart a clear course toward 2040 and foster pride, engagement, and a shared narrative about the municipality as a place. At the same time, there was a need for a clear set of core values for the organization—ones that could guide how the municipality works to achieve the vision in its day-to-day operations.
Strategy
The work was based on a broad dialogue process that involved residents, the business community, civic organizations, politicians, and the municipal administration. The goal was to create a vision rooted in people’s experiences of the municipality while also providing an inspiring direction for the future. Work on core values was carried out in parallel to ensure that the organization’s culture and working methods support the vision’s goals.
Implementation
The process consisted of several steps and involved both residents and the organization:
- analysis of previous visions, strategic plans, and the external environment
- Survey of residents with over 900 responses
- dialogue sessions and workshops with representatives from the business community, the cultural sector, and civic organizations
- meetings and workshops with politicians, municipal leaders, and companies
- a focus group of residents who tested and developed the vision proposal
- Survey and dialogue regarding core values within the organization
The work resulted in Vision 2040 for the Municipality of Lindesberg: “With a can-do attitude, we create greatness in the small things.”
At the same time, a set of shared core values was formulated through an internal process within the municipal organization. That process, too, was characterized by a phase of internal dialogue and collaborative development through focus groups and workshops. The result was a clear statement of core values based on three guiding values:
“Together! With curiosity, drive, and compassion.”
Results
The vision was adopted by the municipal council and now serves as a long-term roadmap for the municipality’s development through 2040. The core values serve as a guide for how the municipality’s operations and employees should work together to achieve the vision’s goals. The process also generated broad support by involving residents, the business community, civic groups, and the municipal administration in the work.
